Safe rule: search is required before candidates load. No default global pool is opened. Assignment changes are owner/manager controlled and logged.

Mobile M1 — Contact Sync + Detail Completion Desk
Focused desk for official-phone sync exceptions and agent detail completion. This is not a duplicate Agents master list.
M1 rules: AT prefix is preserved. Existing phone contact names are not replaced. Reference pending is Marketing Group only; Operational WhatsApp Group and Finance Account are optional after real work starts.

Default view opens Marketing Group Pending first. Use the filter for Basic Detail Pending or All Assigned intentionally.
